3.3 European, national and User Organisation scopes

In short
  • To be written: three plain-language bullets that answer the questions below.

What this page must answer

  • How is the system split into the European, national and User Organisation scopes, and why is there no separate local scope?
  • Which governance actor belongs to which scope? Who decides, in a Member Country, which organisation takes which role?
  • For each type of dataset (1+MG compliant, 1+MG cohort, externally governed), which scope is responsible in each phase: inclusion, access decision, use? Show it as a matrix: the type of dataset decides which scope takes the access decision.
  • Where does the 1+MG IT infrastructure provider fit, as a role that can appear in every scope?
  • How do the scopes (chapters 5 and 6) relate to the central, national and local levels of the deployment view (chapter 7)?
